Why does CPSIA affect clubs like 4H and Scouting?
Every patch, badge, craft item, etc. that is used in a 4H program or Scouting program is an item intended for children 12 and under and is thus subject to CPSIA’s requirements. Insofar as CPSIA increases the cost of these items or makes them unavailable, these programs will be affected. Many patch and badge makers, for example, do not make children’s patches exclusively, and rather than comply with CPSIA’s testing requirements, they may just refuse these clubs’ business.

We pay to have our Scout patches sewn on…wonder if this crazy law would technically impact the Seamstress sewing those patches on if the Scout is less than 13? (Glad my son just turned 13)
Hmmm… that’s a tough one. It would depend on whether the seamstress was technically a manufacturer of a children’s product. I would tend to think not, but that would be kind of a slippery slope because then a person who strings beads doesn’t manufacture jewelry, and a person who sews fabrics together isn’t… You can bet there’s some NRDC flunky here taking notes for their next CPSIA-related lawsuit. I hope we haven’t given them any ideas…
