Who provides the GCC?

The manufacturer is responsible for providing the general certificate of conformity (GCC). This has created some confusion for many companies because of how the CPSC’s defines a “manufacturer.”

Please remember: By embellishing or adding anything to an item, you become the manufacturer and therefore have to provide a GCC.

  • Hi there! I’m glad I found your website.

    I own a company that sells baby clothes (onesies/tees) and have a local supplier/manufacturer produce them (we are based in Asia). Since I want to sell our products directly to US customers, I’ve started undergoing some third-party testing. Does this mean that I am responsible for providing the GCC? Assuming our products pass the testing?

  • Yes, at this time, you would need to test and provide the necessary GCCs because you are the manufacturer as defined by the CPSC. In November, we should find out more about the testing options available to businesses and should component testing be allowed, you will be able to leverage some, if not all, of the GCCs from the larger manufacturers who provide the t-shirt blanks and printing services to you.
